The Policy brief - The affordability of ICT services 2022 finds that in 2022, ICT services became more affordable globally, resuming a downward trend interrupted by the COVID-19 pandemic – mobile baskets in particular have become more affordable than ever before. As a result, the Broadband Commission for Sustainable Development’s affordability target was met by 103 economies in 2022, up from 96 in 2021. Nevertheless, affordability divides remained not only between economies at different income levels, but also within countries considering income inequality.

The policy brief analysis the prices of five baskets, namely mobile broadband, fixed broadband, mobile data and voice low-usage, mobile data and voice high-usage and mobile cellular low usage.

ITU price statistics refer to ICT price baskets, which are internationally comparable units of ICT services. The price baskets are defined by the Expert Group on Telecommunication Indicators and revised occasionally to adjust for changes in the global market for ICT services. The 2021 data collection round has followed the revised methodology agreed by EGTI in 2020. 

The baskets are defined according to the Figure below:​
