The Policy brief - The affordability of ICT services 2021, jointly launched by ITU and the Alliance for Affordable Internet (A4AI), finds that prices for fixed and mobile broadband have risen globally amid the COVID-19 pandemic. This is stalling progress on countries' progress towards achieving the Broadband Commission for Sustainable Development's target for 2025, according to which entry-level broadband services should be made affordable in developing countries at a level corresponding to less than 2 per cent of monthly GNI per capita.

The policy brief analysis the prices of five baskets, namely mobile broadband, fixed broadband, mobile data and voice low-usage, mobile data and voice high-usage and mobile cellular low usage.


​​ICT price methodology

ITU price statistics refer to ICT price baskets, which are internationally comparable units of ICT services. The price baskets are defined by the Expert Group on Telecommunication Indicators and revised occasionally to adjust for changes in the global market for ICT services. The 2021 data collection round has followed the revised methodology agreed by EGTI in 2020. 

The baskets are defined according to the Figure below:​
