Creating a memorial for a person that has recently passed (recently- within the last 20-30 year generation) especially when you have no affiliation to that person or their family has nothing to do with GENEALOGY. It has more to do with yourself and your EGO-DRIVEN MOTIVATION. You aren't helping the family, they purchased the cemetery lots, made the funeral arrangements, designed the tombstone, shared memories and attended the funeral. They spent 50-60 years knowing the individual. They already know where their loved one is buried and what their tombstone looks like.
YOU DON'T EVEN KNOW THE PERSON.
If the family wanted a memorial on Find-A-Grave they would have made one, but NO,...they wait because they have dignity and respect because that's their family. Let them get cold in the ground first, and rest for a while.
Genealogy is the study of family history and the tracing of a family's lineage. A person that has recently passed is not history.
You'll notice that there are two types of people on Find-A-Grave. #1 Family Genealogists, and #2 Sickos hoarding thousands of memorials of people that they don't even know.
