Feature Proposal: TOPIC_ACCESS_CONTACT preference variable

Motivation

When access is denied, a page as follows is displayed:

You may want to customize the passage annotated in the red rectangle. For example, with a web restricting access, you may want to show the link to an access request form.

Description and Documentation

Enhance messages.tmpl at the "topic_access" message so that if TOPIC_ACCESS_CONTACT is defined at the web, it's value is displayed in place of "Contact twiki-admin@example.com if you have any questions".
