Feature Proposal: No Template ACL Inheritance

Motivation

When a topic is created, it can use a template. Templates are typically created by the administrators. The topic just uses a template as a starting point and has no "link" to the template. However, if a template ACL makes it read-only, the resulting topic is also made "read-only". This is very counter intuitive and also hazardous! The work-around is to make the template r/w by all. Requested feature is to stop topic inheriting ACL of the template.

Description and Documentation

A template merely gives a starting point for a topic. A template's ACL should have nothing to do with that for the topic that is using it. We currently also get in to a peculiar situation as follows. 1. A template ACL makes it read only for user A. 2. User A creates a topic using this template. 3. While User A is allowed to create the topic, they are not allowed to edit it as the base template was readonly.
