The documentation for %SEARCH% in
TWikiVariables lists as supported parameters

These are not implemented in the current twiki release.

Follow up
The TWiki.org doc is in sync with the latest
TWikiAlphaRelease and/or
TWikiBetaRelease.
The
TWikiRelease01Feb2003 documentation does not contains the parameters you listed.

The TWiki.org docs like
TWikiVariables reflect the latest development release, not the latest production release. Parameters
topic,
excludetopic and
multiple are implemented in the latest
TWikiBetaRelease (see
TWiki::handleSearchWeb and
TWiki::Search::searchWeb)
