Feature Proposal: Hide TWiki Form if all form fields are hidden

Motivation

Some TWiki applications use TWikiForms to store structured data, and use custom headers to show and manipulate the data. In this case all form fields are hidden, and an empty form table header shows up. This proposal hides the form table altogether in this special case.

Description and Documentation

When rendering a TWiki form for display, check if all form fields are hidden. If so, do not show the form at all, e.g. hide the form table header.
