Verify your identity
This article describes the identity and address verification process required by Google Ad Manager for publishers to continue showing ads and receiving payments.
You're required to verify your personal information (identity and address) for your account. Identity verification is typically required once your earnings reach the verification threshold.
Address verification (PIN) usually follows successful identity verification. Completing both verifications is necessary to continue to show ads and receive payments from Google Ad Manager. This is to confirm the accuracy of your account information and protect you from fraud.
Depending on your location, you may be asked to submit your government-issued photo ID and take a video selfie. Ad Manager is trialing this new process to improve user experience and strengthen its defenses against fraud. Any data collected as part of the new process will be used solely for verification purposes.

- The verification threshold isn't used. Rather, address verification begins after ID verification is complete.

- Ads sold through traditional transactions will continue to serve throughout the verification process. Programmatic transactions will not serve ads until the verification process is complete.

When you're required to verify your identity, we place a temporary payments hold on your account. Note that you won't be asked to verify your address via PIN until after you've successfully verified your identity.
For some accounts, particularly MCM child publisher accounts, address verification may begin immediately after ID verification is complete, irrespective of the earnings threshold.
How to verify your identity and address
- Sign in to Google Ad Manager.
- Click Payments, and then Verification check.

Under "Identity verification," if prompted, complete the steps to verify your identity by submitting the required documents.

- After successful identity verification, or once your earnings reach the verification threshold, you will be prompted for address verification.
Submit your documents
Here are some tips to successfully submit your documents:
- Use the same full name in all documents.
- Submit documents that are current and not expired.
- Capture the entire document. The photo should be readable and in focus.
- Keep your image free of reflections and glare.
- Incomplete or obstructed documents or dark or blurry photos won't be accepted.
- Uploading documents or photos other than your ID may result in account suspension.
Document requirements for individual accounts
Your ID document must be a government-issued photo ID. Acceptable documents typically include a passport, driver's license, national ID card, or residence permit (not an exhaustive list). The name and issuing country on the ID must match the information in your payments profile. Ensure the documents are valid and not expired.
Document requirements for business accounts
For organizations, you'll generally need to provide:
- Organizational registration documents: Examples include IRS documents, certificates of business incorporation, SEC filings, or business credit reports. These documents must allow Google to confirm the current existence of the organization and be issued by an official authority (for example, government agency, chamber of commerce). Expired documents or those suggesting the organization no longer exists are not acceptable. Utility bills, bank statements, insurance statements, or rental agreements are generally not accepted as primary proof of organization.
- Government-issued photo ID of an authorized representative: This is typically required for an admin of the Google Ads account or payments profile. The name and issuing country on the ID should align with the information provided. Ensure the ID is valid and not expired.
If we can't verify your identity
Sometimes we're unable to verify your identity from the documents you provide, for example, if they're blurry, unreadable, or don't meet the requirements. We'll let you know if this happens and invite you to resubmit. Carefully review the reason for rejection provided in the notification and resubmit the documents accordingly.
To prevent abuse, we allow a limited number of verification attempts. If you've reached your limit of attempts, please contact us.
Why your ID wasn't accepted and how to fix the issue

- Part of the document was not visible: Make sure you capture the entire document.
- The document was poorly lit and not readable: Take a new photo of your document.
- There was reflection or glare on the document: Take a new photo of your document.
- The photo of the document was blurry: Take a new photo of your document. Make sure you capture the entire document.
- The photo of the document was too small: Take a new photo of your document. Your image must be large enough for us to clearly read your name and address.
Changing your payments profile name after you complete identity verification
After you've successfully verified your identity, you may not be able to change your name in your payments profile. If you have a valid reason to change your name, contact us.
