CMake is not finding a usable cc on my cygwin system, I've tried many things.

I'm going to ask for more help about CMake. Does anyone know how to
use these variables / macros / whatevers? I will try the documentation
when I can, getting tired today (I've been ill). I want to install to
/usr/local/ so, it looks like CMAKE_INSTALL_PREFIX =
/usr/local/libjpeg-turbo would do it if I knew how and when to tell
cmake about that. Thanks.
