Cygwin provides source packages python3{,6,7,8,9,12} and binary releases:
3.6.{13-{1,2},15-1}
3.7.{10-{1,2},12-1}
3.8.{10,12,16}-1
3.9.{10,16,18}-1
3.12.{8-2,9-1}
as of a couple of hours ago.
