[BUG core?] Regression with parsing Windows’ command-line

I triple-checked
 • with a Win10 machine (and a version of cygwin given above),
 • with a fresh latest(=test)-cygwin-dll installation on a Win7 (as above) machine. 
Same bug everywhere.
