Java on windows does not need the XWindows DISPLAY environment to show a GUI
screen. Please elaborate.

The $MAVEN_HOME/bin/mvn does a pretty good job of calling cygpath as needed.
Is there a failure you observed?
I only use maven under cygwin, since 3.0.3.
