Sigh, that's our fault. To produce 1.7.29, we created a branch in
CVS, but then we neglected to merge the change for this bug into the
branch. So the problem has been fixed before 1.7.29, but it didn't
make it into 1.7.29, sorry!
The recent snapshots from http://cygwin.com/snapshots/ all have the 
patch applied.
