That's because the patch is malformed and doesn't apply directly (but it's perfectly understandable to us humans). Obviously it has been a number of months rather than just a few weeks, but I haven't had a good reason (e.g. more than fixing this minor issue) to update xinetd since then. I hope to get to it soon.
