why /etc/bash.bashrc is not executed when logging in as a domain user?

/etc/bash.bashrc is called by $HOME/.bash_profile like:
 17 # source the system wide bashrc if it exists
 18 if [ -e /etc/bash.bashrc ] ; then
 19   source /etc/bash.bashrc
 20 fi
Check your $HOME/.bash_profile at first.
