[1.7] perl updates

Note that the next perl package for 1.7 (5.10.0-6 or 5.10.1-1)
will change its archlib path from i686-cygwin to i686-cygwin1.7,
to be able to use a cygwin-1.5 perl together with 1.7 perl,
and it is also compiled with gcc-4.3.
So perl-Locale-gettext will be affected.

I'm currently at version 10 subversion 1 patch GitLive-maint-5.10-1655-g4197df1
with 10-13 local patches, which will not be applied for 5.10.1
(already frozen),
only to blead sooner or later.
I'm still having issues with various 5.10.1 - 5.10.0 problems
 (Module::Build and version caused by non-archlib incompatibilty e.g.),
ipv6 and the new locale support not fully tested, but the testsuite passes,
fixing various CPAN modules (DBD::SQLite lately),
