sshd_config directory

Run 'setup.exe' and install the 'openssh' package. Then read the
readme in '/usr/share/doc/Cygwin' and run 'ssh-host-config'. This
will create '/etc/sshd_config'. Cygwin doesn't have a 'ssh' directory.
