svn: Can't convert string from native encoding to 'UTF-8'

Hello,
we have a subversion repository with a couple of
files including german umlauts in their filenames.
We use Tortoise SVN clients running under Win XP,
and everything works well.
Unfortunately I am not the greatest fan of such GUI
tools and prefer comand line tools whenever available.
I have a cygwin installation (last updated four weeks
ago) on my PC, and so I tried the cygwin svn.
Commands like 'svn stat' work properly until a file
with german umlauts in the filename is encountered.
The command then quits with the following error
message:
svn: Can't convert string from native encoding to 'UTF-8'
svn: Ausgangskan?228円le.png
What can I do to make it work?
