Thanks for the test case but I don't see any difference in operation
between cygwin and linux when I run it:
 % ./ualarm.unix
 First ualarm - one shot
 Second ualarm - one shot
 Last ualarm - repeats 3 times
 Clearing ualarm
 Sleeping
 Done
