CFLAGS error when building cygwin.dll from snapshot download

This is an old newlib problem which should be solved in current CVS,
AFAIK. I just built a complete cygwin source tree from scratch, with
standard CFLAGS, on Linux and on Cygwin. Both builds worked just fine.
