csh and/or GNU make bug

There is a bug either in GNU make or in tcsh or in both---on
Cygwin. The combination of csh and GNU make will hang if SHELL is
declared as /bin/csh -f. The -f option is often used to stop csh from
sourcing users' .cshrc on invocation.
 versions:
 make 3.80-1
 tcsh 6.14.00-5
 cygwin 1.5.19-4
Here is a brief demo:

SHELL = /bin/csh -f
TODAY := $(shell date +%d%b%Y)
all: echo

 echo $(TODAY)
