info fails in upgrade to cygwin 1.5.18

Hello,
I upgraded to Cygwin 1.5.18, now info finds virtually
nothing any longer. Here is what I see:
File: dir, Node: Top This is the top of the INFO tree
This (the Directory node) gives a menu of major topics.
Typing "q" exits, "?" lists all Info commands, "d" returns here,
"h" gives a primer for first-timers,
"mEmacs<Return>" visits the Emacs manual, etc.
In Emacs, you can click mouse button 2 on a menu item or cross reference
to select it.

I checked INFOPATH in cygcheck.out (attached) and found that the first
three directories, /usr/local/info, /usr/info, and /usr/share/info,
do exist and contain lots of files (really true for the last dir. only).
Can anyone tell me why info can't see anything but the few files in
/usr/local/info and the octave files in /usr/share/info? I noticed that the
accesses were a bit uneven so I hand fixed that.
