Ok, had some time to look at this, but got stuck trying to get the DLL 
to build on my maching (never tried this before). So, I downloaded the 
cygwin-1.3.21-1 src. Is that package supposed to build OOTB?
I ran "./configure"
And then "make"
tiswctype.c ..linked
twctrans.c ..linked
twctype.c ..linked
wctype.exp ..linked
loading cache ../config.cache
configure: error: can not find install-sh or install.sh in .. ./..
make: *** [configure-target-newlib] Error 1
I tried:
/usr/src/cygwin-1.3.21-1> ll install-sh
-rwxrwxrwx+ 1 rcampbel 5.5k May 3 1999 install-sh
