Setup.exe release-candidate

I searched, but did not find. The point of my original question was this: At
the moment, every so often, I merge the mirror directories into my old-style
main directory by hand. If I produced a patch to add a 'tidy download
directories' option to setup, that did this, would people say "that's
helpful" or "that's stupid".
