'redownload' aka download again and setup.exe

Sorry. Should have read more carefully.
In the unlikely event that a tarball is corrupted, yet still the exact same
size, I think it is probably reasonable to expect the user to manually delete
the broken tarball.
So, no objections to that feature going.
