GCC now will build with make -j

Parallel builds (aka make -j) of GCC do not work under Cygwin. This has 
been annoying to me since I happen to have a Celeron SMP box.
A simple patch I wrote for GCC which was just checked into the mainline 
GCC 3.1 branch corrects that flaw.
Here is the patch backported to gcc version 2.95.3-4 (cygwin special). 
Bootstrapped with make -j 4.
