Does Cygwin's `-mno-cygwin' need Mingw?

I tried that first off, but it failed to compile the program I was
compiling. The failure looked like it was probably for other reasons
than Mingw not being properly installed (in particular lack of support
for the MS extension `__try'), but I wanted to be sure.
