Newbie question: How to use ftpd and telnetd?

You got the instructions when you've installed Cygwin:
	/usr/doc/Cygwin/inetutils-1.3.2.README
Be aware that /usr/bin/iu-config has a bug. Before running it,
please change the backquote in line 142 into a normal quote:
