Permission denied with makeinfo from texinfo-4.0

I also got the same errors when compiling texinfo-4.0. That is why I
reverted to texinfo-3.12 in my /usr/local distro at
cygutils.netpedia.net. Unfortunately, I have no idea what causes the
problem or how to fix it. :-(
