Chris,
When I extract your gdb tarball, I get the following error message:
 $ tar -xvzf gdb-20000608.tar.gz >/dev/null
 tar: usr/man/mann/notebook.n: Could not create file: Permission denied
 ...
There appears to be two notebook.n man pages in your distribution:
 $ tar -tvzf gdb-20000608.tar.gz | fgrep -i notebook.n
 -r--r--r-- cgf/group 18444 2000年06月08日 20:57 usr/man/mann/NoteBook.n
 -r--r--r-- cgf/group 17854 2000年06月08日 20:56 usr/man/mann/notebook.n
 ...
