cygwin software development tools

I've run into permissioning problems when using NT Emacs and Cygwin (when
CYGWIN=ntea). The problem is that since permissioning is handled at the
application level (as opposed to the file system level), and NT Emacs isn't
compiled using the Cygwin libraries, NT Emacs doesn't support the permissioning
afforded by Cygwin via NT extended attributes.

For Emacs, just go to www.gnu.org, click on software, click on emacs, click
on NT FAQ, and at the top it gives the link to get it.
NT Emacs and Cygwin go together very well.
