No, you cannot use it.
I worked around like this, hope that helps.
#ifndef __MINGW32__
 inet_aton (tmp, &newaddr->sin_addr);
#else /* __MINGW32__ */
 newaddr->sin_addr.s_addr = inet_addr (tmp);
#endif /* __MINGW32__ */
