Hang in rxvt when control->s is hit

All,
	Hitting control->s in rxvt when invoking either tcsh or bash
causes a lockup that prevents killing, moving, or resizing window
(note that control->q doesn't do anything either). This is the non-X11
version of rxvt (from Cygutils) duplicated on multiple machines running 
Windows NT 4.0 SP6. Note that it doesn't happen in a "normal" dos box.
Latest version of cygwin (setup -u today).
