You need to create a DLL first.

dllhelpers package that has examples).
ftp://ftp.xraylith.wisc.edu/pub/khan/gnu-win32/cygwin/misc/ has an
example package (dlopen-example.tar.gz) that shows how to do what you 
need to do.
