Cygwin program runs slow as CGI!?

I have created some CGI programs with Cygwin. When I run them from the DOS
prompt they execute fast, but when I run them as CGI scripts, they take 1 to
2 minutes to execute. It is not my code that takes time it is before the
program enters the main routine.
I am using the Beta 19 version.
Any thoughts or hints?
