B20: Cp fails while "%" sign is in file name

"cp" command fails when file name contains "%" sign:

bash-2.02$ ls -l tst*
-rw-r--r-- 1 544 everyone 6 Aug 20 10:34 tst25%.txt
bash-2.02$ cp tst25%.txt tst.txt
cp: tst25%.txt: No such file or directory
------------------------------------
It was run on beta 20 under English NT4.0, SP3.
