Reason for revert: Some packaging workflows still need this.

9ae3ee5a8b Fix locale directory in MANIFEST.in 
Actual location is swift/locale, not locale.
This makes build to not include .mo files if they have been created
previously with compile_catalog.

567b43ea94 Add requirements files to the source distribution 
Also remove the tools directory, since it is no longer used, now that
https://review.openstack.org/30887 is merged, which renamed the
requirements files to requirements.txt and test-requirements.txt.
Fixes bug 1186625

9a2d9b920b Adding missing files in generated tarballs 
Fix MANIFEST.in to include tools/, tox.ini and test/sample.conf
in generated tarballs. Fixes bug 960018 and bug 1005801.

47346f6490 Add missing files in tarball 
Fix MANIFEST.in to include all files in released tarballs.
Note that tools/rfc.sh is ignored since it's only for (deprecated)
gerrit support. Fixes bug 912193.
