e3e43ae2a6 manage py36 constraints for swift 
Maintaining testing requirements for our py36 gate jobs
since we have been remiss in updating them regularly. This
will help us test swift which operators might be running.

ef155bd74a Switch to pytest 
nose has not seen active development for many years now. With py310, we
can no longer use it due to import errors.
Also update lower contraints

238dc03535 CI: constrain py36 deps 
Now that OpenStack writ large has dropped support for py36,
we're going to have to manage our constraints ourselves
more, just like we did for py27.
