* Remove py2 gate jobs.
* Build non-universal, py3-only wheels.
* Specify minimum python version in package metadata.
* Clean up requirements/constraints/bindep (a little, anyway).

nose has not seen active development for many years now. With py310, we
can no longer use it due to import errors.
Also update lower contraints

This patch standardizes the CONTRIBUTING.rst file and adds the
required doc/source/contributor/contributing.rst
Swift already had a detailed CONTIRBUTING.rst and an informative
REVIEW_GUIDELINES.rst in the root of the repo. So we are also pulling
them into the contributor documentation so they can not only be easily
found in the checked repo but in the online documentation.

Update the doc link brought by the doc migration.
Although we had some effort to fix these, it still left lots of bad
doc link, I separate these changes into 3 patches aim to fix all of
these, this is the 2st patch for doc/manpages.
