Support -d <devs> and -p <partitions> in DB replicators.

Code Issues Proposed changes

Similar to the object replicator and reconstructor, these arguments
are comma-separated lists of device names and partitions,
respectively, on which the account or container replicator will
operate. Other devices and partitions are ignored.
