Change to CloudSmith repos from PackageCloud for RabbitMQ
Upstream has notified us[1] about the immediate deprecation and removal of the PackageCloud repositories we are using. Thus, we must move to the CloudSmith repos already being used for the erlang dependency for RabbitMQ.
