1957b7e8f0 Create basic doc structure 
Create doc structure which follows OpenStack guidelines:
https://docs.openstack.org/doc-contrib-guide/project-guides.html
The patch also fixes a few typos including too long lines.

4e9a6e263d Replace Chinese punctuation with English punctuation 
Curly quotes(Chinese punctuation) usually input from Chinese input
method. When read from english context, it makes some confusion.
