Enabling PowerVM RMC

~~~~~~~~~~~~~~~~~~~~

To enable PowerVM RMC_, IPv4/IPv6 dual-stack mode must be enabled. To do this,

you must set ``use_ipv6`` using the ``nova_nova_conf_overrides`` variable:
