将 value 作为大端序写入 buf 中指定的 offset。value 必须是有效的有符号 32 位整数。当 value 不是有符号的 32 位整数时,则行为未定义。

must be a valid signed 32-bit integer. Behavior is undefined when value is
anything other than a signed 32-bit integer.
