Due to the ongoing outbreak of COVID-19, CIS-A2K is not accepting any requests for physical events or on-site Wiki events such as a workshop, event, Photo-walk and offline Edit-a-thon.
CIS-A2K

CIS-A2K (Centre for Internet and Society - Access to Knowledge) is a campaign to promote the fundamental principles of justice, freedom, and economic development. It deals with issues like copyrights, patents and trademarks, which are an important part of the digital landscape.
If you have a general proposal/suggestion for Access to Knowledge team you can write on the discussion page. If you have appreciations or feedback on our work, please share it on feedback page.

The CIS-A2K Request page was set up in 2013, as a way to provide general support to Wikimedia affiliates, communities and individuals for activities related to Indian language Wikimedia projects This includes support towards organising community events and initiatives, enabling participation, providing internet access, and fostering outreach and communications, and other such related areas of work. The A2K program considers the requests for support only from Wikimedians and recommends or approves such permission according to certain criteria for eligibility. A2K encourages community members to request support towards their work on various Wikimedia projects, via this request page and has accordingly revised its policies and guidelines in keeping with the nature of requests received. The following is an updated set of guidelines to be applicable from the APG 2022-23 onwards:

  • Relevance: All requests should be placed in the proper section as described below.
  • Community discussion: In many cases, to process the request, community discussion and consensus is a must. So, please consult your community on the respective village pump/mailing list etc. Even in remaining cases where community consensus is not a must, you are encouraged to first discuss the request within your community (on your respective Indic Wikimedia project) and discuss it before placing a request here. You need to wait at least 7 days after starting a village pump/mailing list discussion to get a community response. Please share a link to such a discussion.
  • Assume good faith: We will try to respond as soon as possible. sometimes there might be delays. Based on the difficulty of requested support, there might be delays as well. Please assume good faith.

Nature of Support
At present, there are two kinds of support offered as part of the general support under CIS-A2K:

Financial
  • Internet support : This is provided in the form of internet data packs to enable Wikimedians to contribute across various projects.
  • IT Allowance : This is provided to purchase required IT accessories and gadgets like computer accessories, voice recorders, mics etc. which would aid in further enhancing their contribution to the free and open knowledge content across Wikimedia platforms.
  • Community Events and Projects support : This is provided for specific projects, such as events or activities related to Wikimedia platforms ( for example, logistics and travel for edit-a-thons etc.)
  • Project specific IT Allowance : The Wikimedian’s user groups or the communities may apply for this support to procure devices like scanner, camera, tablet, laptop etc. needed to facilitate their work on various projects.
Non-financial Support
  • Intellectual Support : This is support towards planning, coordination and sharing best practices for any work undertaken on Wikimedia projects.
  • Merchandise Support : This is related to sharing A2K merchandise or swag/promotional materials as part of Wikimedia events and projects.
  • Technical Support : This is related to addressing technical queries and troubleshooting various Wikimedia projects.

The guidelines and criteria are different for each kind of support mentioned in this policy. The following are some of the policies and guidelines that community members need to follow at the time of submission of a request or proposal for financial support.

Description

  • What are the Proposed activities?

In this year (2020), the West Bengal Wikimedians User Group has decided to organize the Wiki Loves Monuments in India for the third year in a row. Through this competition event the people are invited to upload images of monuments under a free license for usage on Wikimedia projects.

After finishing the event, the community will declare the names of ten winners and award them the prizes apart from sending those entries for the global challenge. The prize will be Gift Vouchers (like Amazon, Flipkart etc) and SWAG materials like T.Shirt, magnates etc. We are requesting CIS to provide us the prize money or financial support.

Further more, the different banners of Wiki Loves Monuments in India shall be posted in the Facebook page of Wiki Loves Monuments and responsibilities of the promotion of the same for the span of one month shall rest solely upon you. Please allot money for promotion as per your convenience. It is also our request if a CIS-A2K staff take the responsibility to promote in the social media as we will be fully occupied during the event.

  • What are the Expected impact?

Going by previous year statistics (here), the expected impact is as follows:

Number of participants: 750

Number of new users: 500

Number of photos uploaded to Wikimedia Commons: 5000

Number of photos used on Wikimedia projects: 300

  • What is the Estimate budget (give it with a detailed break-up)?

Estimated Budget Total funding needed = 80,000 INR

The Gift voucher may be distributed as follows:

1st Prize ( 12,000 INR ) worth Gift voucher

2nd Prize ( 10,000 INR ) worth Gift voucher

3rd Prize ( 8,000 INR ) worth Gift voucher

4th and 5th ( 6,000 INR X 2) =12,000INR worth Gift voucher

6th to 10th (4,000X 5 = 20,000 INR ) worth Consolation Gift voucher

So, the total gift voucher amount will be 62,000 INR

For the SWAG material, it will be 12,300 INR

For core volunteer WLM (Sweatshirt) = (950X 6) = 5,700 INR

Total Expenses (62,000+12,300+5,700)= 80,000 INR

  • Hello, let me further explain the point on-ground/public Wiki-events guidelines mentioned above. You are aware that to ensure safety Wikimedia Foundation has instructed guidelines of not conducting any on-ground, in-person Wiki-events until 15 September/further notice. The request components you made above do not any such component.   1. We confirm that, as organizers, we are not having any offwiki event related to WLM. All our activities, for which, we have requested for financial help like prize distribution and promotion of the event, will be done entirely online, just like previous years. As organizers, we have no plans to do any photo-walks, offline meetings, workshops etc.
  2. If you go to our user group page, you can find the red notice at the top, that we are not going to conduct any offline events until further notice. We were among the first affiliates who took such decision and announced. You can also notice, staying loyal to our decision, we have postponed all our ongoing offline projects. Even if some are not funded by WMF, we have decided to postpone them taking into consideration about the safety of the participants.
  3. If you check WLM event FAQ, we have also made it clear that this year, we are asking participants to upload old photographs taken by them previously, rather than go outside of their safe zones and take photographs. To avoid exposure from COVID-19 infection as much as possible, we are also discouraging participants to go out of their homes to take photographs.

In this regard, we assure you that WLM India organizing team has no intention to conduct any offline event. Our stand is loud and clear regarding this.

Now, coming to the promotion part of the event, we have prepared a short teaser video, which will be uploaded in our Youtube channel and Facebook page of the user group very soon. We request you to send the money to @Jayanta (CIS-A2K):, which you have decided to spend for the promotion before the event starts on 1st September, 2020. We will give him access to both our pages, so that he can promote from there accordingly. Please note, that due to the COVID-19 situation, this promotion is extremely important for us as without promotion, we may get less participation this year. Description

  • What are the proposed activities?

30 days Internship programme for College Students in Tamil wiki projects. Continues Online Training cum Targeted activities for students in each projects. Registered students will participate, learn and then contribute in wiki projects. We have 2 or 3 online sessions per week. The internship will contain training and mentoring for the students to contribute in wikisource, wiktionary, wikipedia, wikinews, wikibooks and more. We have set the minimum contributions from each students in each project to obtain intership certificate.

  • What is the expected impact?

Short-term:

Students will get advanced knowledge about all wiki projects
All Wiki projects will get at least 50 contributions from each students. Detailed Metrics will be finalized after community consensus.

Long-term:

New active contributors
Model project for all future academical collaboration for internship
  • What is the Estimate budget (give it with a detailed break-up)?

Since it is online training and mentoring programme, There is no estimated budget for expenses. But We may need assistance for a few internet expenses for Wiki users who are mentoring the programme online. I will get the requirement from community soon.   • What are the Proposed activities?

Gujarati Wikipedia quite lacks content on Gujarati culture and civilisation, thus, it is necessary that articles related to it can be created as well updated. This includes but not limited to cuisine, dance, music, history, mythology, traditions, festivities etc. We have excluded literature along with politics and geography to keep this editathon focused mainly on culture and civilisation.

There are many cultural topics which are limited to only books and they don't have any online space. We aim to digitalise and put them under an open-source licence. Even on Gujarati Wikipedia, some pages related to these topics are outdated and of substandard quality. With this editathon, we wish to motivate editors to update them too.

  • What are the Expected impact?

Major ones:

New pages on Gujarati Wikipedia wherein some content will come first time on internet
Updation of existing articles.

Minor ones:

To decide a model for editathons which may be utilised in future to increase content of different topics in a similar way
Introduction of new editors on the platform due to editathon, outreaching common public from our social media accounts
Making traditionally written content availed on internet with due reference to the original source and by respecting the copyright

Estimated budget total funding needed= Not more than 12,500

1st prize (3000 INR) worth Gift voucher

2nd prize (2500 INR) worth Gift voucher

3rd prize (2000 INR) worth Gift voucher

4th prize (1500 INR) worth Gift voucher

5th prize (1000 INR) worth Gift voucher

Gift vouchers to jury and other participants (which would not exceed more than 4): Not more than 2500 INR

Thus, total funding needed will not be more than 12,500 INR. If possible then please provide copies of certificates to participants.
