Hi https://www.lfd.uci.edu/~gohlke/pythonlibs/#numpy also has a numpy wheel 1.19.4+vanilla‑cp39‑cp39‑win_amd64.whl "Vanilla is a minimal distribution, which does not include any optimized BLAS libray or C runtime DLLs."
