[Python-Dev] PEP 418: Add monotonic clock

I renamed time.steady() to time.try_monotonic() in the PEP. It's a
temporary name until we decide what to do with this function.
I also changed it to fallback to time.hires() if time.monotonic() is
not available or failed.
