This is 2.7/3.1 only, right? I'm looking at the bales of code I've
got that says something like,
 v = urlib.quote_plus(x.encode("UTF-8", "strict"))
then later on
 x = unicode(urllib.unquote_plus(v), "UTF-8", "strict")
