In _tkinter.c, there is currently special code for Tcl 8.0 (no Tcl
objects) and Tcl 8.1 (no Unicode type). Tcl 8.2, 8.3, and 8.4 are
supported uniformly.
Can we drop support for those two releases, in Python 2.3?
