In general, ports to new platforms are considered "new features", so don't
go in to bugfix releases. Rare exceptions have been made when the required
changes are tiny and "obviously" can't hurt anything. The OS/2-EMX changes
don't qualify here (and, e.g., they did break the Windows build -- who knows
what else may have been damaged? "nobody" is correct <wink>).
